這張罰單能argue麽?

前兩天在路邊停車時候, 因經常停車的一邊漲水, 可能是下水道壞了, 所以停到了路的另一邊,這邊路靠著house, 沒想到到吃了一張罰單. 路邊沒有no parking的標誌. 請問我能argue而免受罰款麽?? 謝謝!!!
