Because the accident happened in their parking lot, CostCo are responsible too.

They have surveillance video cameras on their parking lots. So they can find out what happened exactly. Therefore, talk to CostCo ASAP.

One of my friends had a similar accident in Home Depot's parking lot, and didn't even know who did. By talking to Home Depot, Home Depot finally agreed and paid to fix his car.
