Your obligation to pay rent is an independent promise to the obligation of the landlord to maintain the house. Unless his conduct is extreme, which is not obvious since he did order terminix but the company was unable to kill ants, you don't have right to refuse tender payment. If you do that you will be held liable for breach.

What you can do is to buy Homedefense from home depot and spray directly on the ants. Nothing works better than this. Everybody got ants in california and you have to know how to kill them.
