1. Where did it happen? Did it happen in a public area? Was the dog unleashed? Many parks have regulation to prohibited unleashed dogs. If the dog owner violated that ordinance, you can sue based on negligence per se, provided that your mom did not invite or contribute to the event, such as padding the dog without the owner's consent.
