Second H1 transfer

I have changed job 2 weeks ago, My H1 transfer is submitted. It is not express process so it is still pending. Now I got another offer. If I want to change again, My lawyer said I need to wait for the approval for my current H1 application , then apply a new one. Otherwise, I might lose my status for the gap between these two. He said I can pay $ 1000 premium to speed up current one.

Is that true I have to apply new one after my current one is approved?
