對這樣的鄰居怎麽辦？

樓上新搬來一家中國鄰居，有一個不到兩歲的孩子，每天晚上孩子在家狂奔，鬧出哄哄的噪音。我很快就要生孩子，家裏父母血壓高，心髒也不太好。於是上樓找他們交涉兩次，他們居然說：我們孩子有腳，我也沒辦法！（我想世上不是隻有他們家孩子有腳吧？）等我們再下樓回家時，發現小孩跑的聲音更重，想必也是家長鼓勵的。跟房東也找他們說了兩次，然後他們借口說才到加拿大四個月不知道規矩。等房東第三次再去的時候，他們幹脆不開門了。
對待這樣的鄰居，不知道各位有什麽高招。
