urgent help in car accident!

Today, I got an accident in my own parking lot. When I was driving in the parking lot, one car pulled back and hit the middle left side of my car. My car was damaged, while her car has no problem. We called our university police. Police just let us write down what happened there and exchange insurance information. Then he said he cannot determine whose responsibility. Is it normal?? Since it is clear that the car was back and hit my car, the other party should have responsibility. Why police cannot determine responsibility? What is it going to happen next?
