Unemployment Benefit

What is the good reason to claim unemployment benefit? If the employer does not want to use the reason of "downsizing"?
Is it worth to claim? Will it affect the future career?
If *****. worked in 2002 year, then claimed UI benefit based on 2002 in 2003 (got UI for 26 weeks). Then worked full year in 2004, can he claim a new benefit based on the year 2004 now?
