公寓扣我的押金

我住在 New Jersey. 上個月我在某公寓住滿一年後搬家, 他們在寄還給我押金時扣了我$140, 並附信說是清潔費. 我打電話問他們, 他們說洗碗機, 廚房的地板和廁所沒打掃幹淨,這錢是用來清理的費用, 憑良心講, 我們搬家後很仔細的打掃過, 房間裏一片紙片都沒留下, 地板擦洗了兩遍, 我問公寓經理, 你說不幹淨, 你沒有告訴我, 也沒有要求我再清理, 隻憑你嘴講, 就扣了錢, 他說我沒必要告訴你, 我給你的時候是幹淨的,你還回來是葬的, 我扣了你的錢, 你拿不回去了.
我認為這是明搶, 我是否可以上小額法庭討回我的錢, 請大家多給些建議. 多謝.
