The Page Act, introduced in California in 1870 and passed by Congress in 1875, was entitled "An Act to Prevent the Kidnapping and Importation of Mongolian, Chinese and Japanese Females for Demoralizing Purposes." The law assumed that all Asian women entering the country were doing so for "criminal and demoralizing purposes" unless proven otherwise.
