No, because you are a dependent in your greencard case your h4->f1 won't affect the GC process.

Since the 9/11 tragedy, F1 case is getting very slow because of the new security check process. However, it is not reasonable taking your friend one year to get her F1 (frm f2). There must be something else going on.
