for help(eld single cat)

Who can tell me if I can make an appoinment for interview with US consulates in Ottawa or Montreal? I live in Guelph and want to get US visa before Sept. but I can not wait for the appoinment time in Toronto which is after 19th of Sept.
I think the Ottawa embaasy is available at least.
