J1 waiver application 求助

My current position is for 1 year (until Oct.31, 2005), and my boss decides to renew my position to a second year. Could I apply for the J-1 visa waiver case number from DOS now? I want to get the case number firstly, and then apply the waiver in the coming November or December.
