請教鄰居家POOL噪音問題

鄰居家新建 POOL,  我用IPHONE 測噪音 one-hour average sound level:

MIN 52 DB, Average 60.3 DB,  Max 87.0 DB

根據以下CITY CODE, 噪音是否合法. 我不明白的地方, CITY CODE one-hour average sound level 指的是直接測量數值, 還是要直接測量結果減去POOL PUMP 不轉時的測量數值.

Sec. 59.5.0401 Sound Level Limits

A. It shall be unlawful for any person to cause noise by any means to the extent that the one-hour average sound level exceeds the applicable limit given in the following table, at any location in the on or beyond the boundaries of the property on which the noise is produced. The noise subject to these limits is that part of the total noise at the specified location that is due solely to the action of said person.
