It will depend on the nature, scope, and extent of the damage. California authorizes private person arrest if the crime is a "public offense" or felony. If your car is damaged in such a manner that constitutes a public offense or felony, you may execute an arrest.
Upon arrest, you may execute a "pat down" search for dangerous weapon. However, you may not conduct any search beyond that scope.
In any event, I would not advise you physically restrain the person. You may aver that you are arresting him in the name of law and calling for police immediately. If the arrest turns out to be illegal, you yourself is subject to criminal and tort liabilities.
