Visa Officer can not reject H-4 just because of his intention to immigrate. The only thing visa officer can say is "lack of documents".
I-140 is for you, your hu*****and name is just additional information in the form. So he can say "No" for that question.
1.Don't forget the copy of your I-94.
2.Maybe your hu*****and can bring few marriage photographs and few your company photographs. In most case, Consular official never take a look, but once they ask, your hu*****and don't need go twice.
Anyway, more document is better.
3.Don't forget to take the original I-797 back after visa is approved, or your hu*****and can give them a copy but should have the originals on hand if the Consular official requests to review them at the interview.
