再貸款公司遲遲推遲closing, 我們有什麽辦法嗎？

半年前申請了再貸款，說2-3個月應該可以close, 結果每次都推後，各種借口，實際上是業務太忙了，把別人的案子先做了，不管我們的。 請問我們有什麽辦法，如果退出， 我們損失的是利率差別， 和時間。現在利率比半年前高，再貸款期間， 我們不能買任何房子。

能不能file complaint 或者對方賠償我們的損失。主要是太折磨人了。 謝謝。
