Qubec doesn't seem to have Limited Liability Company. So when you say "有限公司", I am guessing Qubec only allow a company to be a corporation.
So for a corporation, it usually has a board of directors, the president cannot do whatever he wants. So the judge is asking you for something like a resolution (decision) from the board of directors.
I have no idea why she wants that. Because evicting an tenant is usually daily operation, doesn't falls under the board of directors. The board of directions usually only decide major events of a corporation, such as sales/purchase of major property etc.
