關於立法的問題

我們加州的州長上星期簽署了向黑人賠償14萬億的法案。我剛填完選票但發現這個法案並沒有出現在我們的選票上。如此大的一筆錢就單憑州議會那班腦殘們通過了也不問問負責給錢的納稅人。反而那些像“要不要用風險評估的決定來取代保釋金製度來釋放疑犯”的垃圾問題就來叫我們投票。  我這麽多年一直搞不清楚美國是如何立法的。無論聯邦還是州都是有些法案叫選民投票，有些法案隻是議會通過就行了。我想知道究竟法律上是怎樣規定哪些法律要選民通過才成立，哪些不需要投票就可以通過議會成立？哪位大神可以解釋下美國的立法程序？BTW，我想看到的是個人見解而不是cut&paste。請不要從某處貼個link過來就當answer。
