In New York city, it is impossible for you to get a SSN if you are H4. This is the fact. as a H4, you can get a SSN. But this does not necessary means that Social Security will accept your application. We had this problem before (this was more than 8 years ago) in New York city. Then we applied again in a small town in upper state New York, we got it.
