Making things worse and known is sometimes a good way to solve the problem.

Don't ever wait until you graduate then sue, that will make your case weaker because he can argue that you welcome his harrasement since you have been silent for 2 years!!!

If you report the harrasement, school is not serious about this and does nothing to help you out, including your H-1 status, school will be liable.

You have already waited too long, can NOT wait anymore, espeically now people are telling you to sue and you know you have this option. If you choose now do nothing, then you really can't do much in the future!
