你說一下罰單上的code吧，我把法律條文找來和你的行為對比一下

不知道法律不是有效辯護

23 V.S.A. § 1050

(b) The operator of a vehicle which is approaching a stationary law enforcement vehicle ...shall proceed with caution, and, if traveling on a four-lane highway, and safety conditions permit, make a lane change.

看看你的code是不是1050。
