You will always pay, the lawyer at most can negotiate points away. Sometimes you pay more because of court fees.
Many places like my county, they have a mirror of state auto laws as county code. The county attorney will negotiate with the lawyer, instead of plea guilty to state code-132 (speeding), you plea guilty to county code-XX220 (careless driving).
Same fine, but because you plea guilty to a county offense not a state offense, your court record is not uploaded to state DMV, and your insurance doesn't see the violation.
That's the point, pun intended.
Stop being so angry. If you can't do the time, don't do the crime.
