Order to show cause Re: dismissal

plaintiff are ordered to appear and show cause why the court should not dismiss this case for relay in prosecution....

是alameda高院的信，涉及2011年的eviction。當時法院先來一封信趕租客，似乎我還叫了警察同去，租客欠幾個月的租金未交跑了人也找不到了。後來法院又來一封自相矛盾的信大概是要trial啥的沒理。信中說按法律5年就subject to mandatory dismissal，那它dismissal不就完了？

信中說Plantiff and defendant must file and serve any briefs and evidence in support of or in opposition to dismissal at least five dates before the hearing.

"why the court should not dismiss this case..." 不懂這意思，他問我我問誰啊？我有沒要求法院一直保留這case？租客走了多年了法院也沒問過？evication需要什麽結束語嗎？還是變著法子要錢？如何處理？請教。
