HOA 的具體要求是說什麽理由?

現在可以瞎猜的是sidewalk會有人靠近，有潛在的危險。鄰居的可能沒有sidewalk, 不存在針對人身的傷害性。

總而言之，隻要你的空調比鄰居更容易接近(你自己也說圍起來就太窄了)，你很難說 inconsistent enforcement.
