IRS gives a unified credit of $345,800 in 2004 against gift tax. This tax credit effectively exempt the first $1 million of gift you made during your life time. The $11000 limit is used in the calculation of the gift tax before you use any credit against it. So if you subject to gift tax, my suggestion is to find an CPA. :)
