Rules for H1-B tax for STP

Hello, STP or anyone familiar with this, where can I find the rule, the H-1B can be exempted from the Federal tax for the first years. Because I need to explain it why the IRS need to return all my federal tax under H-1B status.
Because I never heard of this rule at our university. Many Thanks.
