請教

我朋友認識一家南韓人，他們家最近寄住了一個I-20來沒美讀私立中學的小孩（16歲）。由於種種原因，覺得那個中學不好。好的私立中學因為英語不過關的原因進不去。故想去公立中學去上學。不知道相關法律行不行。

當然現在時候不好。
