You certainly can file divorc petition in the state where you have resided for more than 6 mo. If your child lives with you in US, you may get a judgment as to the child's custody and child support. The issue in your case is how to enforce the judgment. If your hu*****and has property in the state where you live, then it may be easy to solve the issue. If your hu*****and has no property in US and does not response to the Court's summons, it would be almost impossible to get child support even there is a judgment against him.
