有關房客問題急問，恭請幫助

我的房子在洛杉磯，我要攆房客，請問：如果我在法庭文件上填寫要求房客付我拖欠的房租，如果房客不回應法庭文件，法庭的CLERK 是否有權判決。如果我不要房客付給我拖欠的房租，房客不回應法庭文件，法庭的CLERK 是否有權判決。拜托各位，謝謝！
