關於退稅

我家孩子3歲,去年問過給填表的,他們說不附和要求,要在美國住滿懷5年,或是公民才可退還稅,也罷,我看有不少都抱了{不滿5年},到底咋回事,還能再要回嗎?,謝謝了.
