Unemployment benefit 申請晚了

我去年3月因老公工作調動，我辭職，一直沒找工作，2015年11月開始找。才有朋友告知可以申請UNEMPLOYMENT BENEFIT, 可是被拒。原因如下： based on the informaton shown above, you are ineligible for benefits because at least 49.5% of your qualifyin wages were not paisd to you outside the calendar quarter in which yu hadthe highest eages. 

 

我不明白是什麽意思，我可以APPEAL 嗎？ 有什麽建議。
