Yes, you must report INS your address change. Here is the websit: http://uscis.gov/graphics/formsfee/forms/index.htm
Scroll down to AR-11 and you must complete the form in English. You'd better to have evidence of proper filing, use Certified Mail with Return Receipt Requested, Priority Mail, Express Mail, or some other delivery tracking or confirmation method.
