If you paid by your credit card to the seller directly or via PayPal, call the shipping company right away and schedule to pick it up for returning. Tell the shipping company this is a wrong item or damaged. The shipping company won't charge you any fees, because all shipping companies deal with shippers ONLY. When the shipping company picks up the item, ask the driver to give you a receipt. Keep the receipt in case. Call your credit card company, file a claim for the charge with the receipt number. You will get full refund right away without one penny short.
However, if you paid by other methods, such as money order/cashiers' check, or personal check directly to the seller, and the sell is not cooperated, it is very diffecult to get your payment back. But you still can report to Ebay and may get portion of your payment back from Ebay, because ebay insures for every buyer I think. It may take long time
