premium是付給保險公司，怎麽會政府退給你？

不知道樓主問的是什麽。你工作的時候公司沒有給你買保險，所以你自己買的O8care？工作丟了以後，應該可以改O8care，see https://www.healthcare.gov/coverage-outside-open-enrollment/special-enrollment-period/
