I don't buy this.

There is no requirement on how far you must stop behind another stopped vehicle.  The only "advice" is that leave enough room so that you can move around the car in front of you if the car broke down. 

Nobody will find you negligent if you stopped too close to the stopped car in front of you, whether or not you are hit by another car behind you.  Please provide some basis to your stated rule.
