It does not worth the risk to simply let you feel better after you thought you hit somebody. Maybe it is other's mistake. The one in accident cannot be the judge; it is must be judged by others not involved. Saying sorry can be interpreted as admitting fault or confession. Keep silent if you do not know what to say.
