I am not a plumber, you should ask a real plumber.

My guess is your home used to have septic tank only, and later connected to public sewer.   I don't know why they choose to do it this way, but maybe hook the septic tank to the sewer is cheaper than refit the house to connect to sewer directly.  I don't know.
