試著回答一個是公民一個是綠卡回國領養的問題。多年前的經驗，可能已過時，僅供參考:

以下是我2007年發在子壇的回答網友提問的貼子, 僅供參考:



1. 你的朋友是否已是美國公民了?
You OR your spouse must be U.S. citizen for international adoption.

2. 不是美國公民是否也可領養?需要等"配額"才能進美國嗎?
If none of you are U.S. citizen, you will not be qualify for international adoption. 
It takes about several months for USCIS to investigate and process your application for international adoption (Your agent will help you with this process).  As long as you are qualify, they will notify you and U.S. Embassy in Guangzhou for your approval. Then you need to bring your adopted child to Guangzhou for an oath. (Your adoption agent will make the appointment for you.) I don't think you need to wait for 配額 for adoption.

3.你朋友從申請到領到孩子隻11個月.一般好象要兩年左右?
If you and/or your spouse were/was born in China (include Hong Kong, Macau, not sure about Taiwan), the waiting period in CCAA is much shorter. The whole process is about 1 year (U.S. citizen but born in China only.)

4。 不同的adoption agent 收費標準是不同的（中國方麵和美國移民局的收費標注準是統一的）。總價大約在$17,000 -$25,000 (其中一萬可以報稅）.
(Adoption agent charged $500+ for application and classes, $2500+ for homestudy, $2000+ for document translating and contacting with CCAA and its following services. All the other money went to document notarizing, certifying and authenticating; background checking; health examing; USCIS visa application, donation CCAA and Chinese orphanage, and all travel expenses, etc.)


以上是多年前的情況，費用肯定已漲了。等待的時間也長很多。 但其他的程續變化並不大。 一個是公民一個是綠卡is qualify for international adoption.  因中國領養中心不和個人打交道。領養人必須通過美國的中介（adoption agent) 完成領養手續. 請和adoption agent 聯係，他們會提供具體的指導和幫助。
