不同城市管理方式不同。有的城市有address office, 找他們問。有的城市沒有這個部門， 找planning / building / zoning department. If the number you mentioned is not a building or house number, but a unit or suite number inside a buildind, you may check with the developer or the facility management first before you contact the city hall.
