用英語再陳述一遍

when i was driving on 401 on lane 3, on my right side there was a emergency police vicle, i couldnt change lane for not safe, i slow dwon and passed the emergency car,there was another police car on lane 2 , between me and this police car there were 2 cars on lane 2, after i passed the ermergency viecle, the lane 2 police car slowdown and waiting for me, he didnt put on light, just use hand point me to pull over, at that time my speet is less than 40km. i explained not safe to change lane but i did slow down, he still gave me the tickt
