相隔幾天同樣內容兩張罰單都有效嗎?

求教:
我的舊車因排煙檢查還未過,年檢也就沒過,幾天前停在家門口路邊,吃了張罰單,21天內繳款,我還沒繳,今天在另一條路邊,又吃了張罰單,同樣內容.求教:第一張罰單的21天時間內,還可以罰我第二第三張同樣的罰單嗎?
