"30 seconds of data before and after the event" is not "30 seconds of data before and after [the beginning of] the event".

An event would be from 10:01:30 to 10:02:30, "30 seconds of the data before and after the event" = 10:01:00 to 10:03:00.

The beginning of an event would be 10:01:30. What you try to imply is not what the speaker was trying to say.
