Ask your local city building department and they may have this kind of regulation. If you can find your unit is not allowed for 6 persons, you are OK. I had this kind of issue when I applied for an apartment and had to switch to a larger unit due to the size of family before.

That family is just a trash. They want to make profit by abusing the system.
