假如我向學校反映,她能 撤銷給我的lay off 和 package,換 成fire 來報複我麽?
Usually no. HR won't allow her to do that. She did not decide one day to lay you off, because she doesn't have the budget for the layoff package. Usually the school (or the department) has budget problems next year, so they ask for suggestions of candidates to be laid off to save money, with a generous package. HR already approved the layoff.
Because laying you (and other 100 people) off are not her idea, but the schools, your complain to the school is unlikely to produce a different result. Also, usually no supervisor want to lose a head count, because more head count is more power. Even though she doesn't like you, it doesn't mean she want to get rid of her department. After all, she need at least one person under her to be a supervisor.
If she later wants to fire you, she'll have to get another HR approval again, because it is a completely new affair from the layoff. HR need actual cause to agree to fire someone. In big institutions HR is quite law abiding, they won't let her fire someone for minor reason.
