No. He could lie whatever he wants to do. California is a no fault state so it is irrelevant he lies. If he lies to the court or on court paper, it could be a perjury or forgery. However, these things are hard to prove and family courts normally do not care as much.

Not sure what you mean harm by the relative. By your description, I do not see anything the relative did is out of line.
