請教: 新condo要交三個月的"non-refundable reserve contribution fee"?

         我買了一個新condo, 還沒有closing.  今天收到賣家寄來的一個buyer acknowledgement form, 要我簽字. 其中一條寫著 "A 3 month non-refundable reserve contribution of  $1200 equal to your monthly assessmet is required from the buye at closing" . 請問這種要求是合法的嗎? 從來沒有聽說過哪個building要交這種 non-refundable fee.
