Find out where the easement is. Typically your city will reserve an easement, especially for new houses, for cable, utility, etc. If that is the case and the excavation is within the easement, you cannot do anything. The easement holder does not have to tell you when to start and when to finish and does not have to restore the area.
A simple example. Let's say your neighbor has an easement in your yard for ground pipes. You plant a precious orchard, one of the kind on top of the pipeline. One day the pipeline bursts and needs repair and the only way to reach the pipeline is to destroy your precious orchard. While, say bye-bye to your orchard because the easement holder has right to get the pipeline.
