Because the party membership is highly prized in school, nobody will beg you to join.
Just because someone is high in GPA or perform well in activities does not mean this person is accepted.
There are plenty of students with similar qualifications and did not manage to become party member. 
The person still needs to show enthusiasm and initiative.
