Neither are correct. You need to go through Hague Convention channels because both China and US are signatories of that convention.

There is Hague Service Convention and there is Hague convention for child abduction/custody. You have to know what you are talking about.

You could also hire a guy in china to serve her. California court will allow this type of service. You can also do mailing or even publication.
